OLG new where when the ticket was bought also had video of who, she lost the ticket sounds like they knew for a while but there was an investigation due to the winner has a family member who works/owns convenience store so red flags go up. Now she has to wait 30 days to see if someone comes forward to say the ticket was theirs.

What if someone other than Kathryn Jones finds the actual ticket? Is it not a bearer instrument payable upon demand?

She may have purchased it but does not have it.
A ticket legally belongs to the person in possession of it.

OLG will get the claimant (Les) to sign a confidentiality agreement and settle out of court. They should have never sought out the winner. OLG is a friggin joke. If you don't present the ticket, you should not be getting a prize. An elementary concept that only a friggin government official can screw up!
