Chasing Butterfly story seems to be an after thought.
Whatever be the circumstances, Kids ( and that too of such young age) should never be left unsupervised.

A child is dead and no amount of blame game or fault finding is going to bring her back!
Focus should be on averting such incidents in future.

- Kids and Parents residing in the areas adjacent to railway tracks should be made aware of / educated about dangers of lurking / playing around railway tracks.
- If People in the area are really using the path for commutation because of shorter distance then Councillor of area needs to be taken to task. There needs to be an overhead footbridge for people to use.
No 4 year old should be left under the supervision of another child. That's just nuts. There are child welfare laws in Canada and I'm sure they don't allow another child to supervise a 4 year old.

And the butterfly story, as you said, sounds like bullshit.
