That's what happens when you take away a kid's PS4 and GTA, he goes out and does the real thing.
OR, if he didn't obsess with PS4 or GTA he might not have taken the car in the first place?
And of course he was charged. That's the only way the parents will be able to claim through the insurance on their car, lol.
The owner of car and the 13 year old are not confirmed to be related, Car was in process of being sold when owner entrusted the kid with the keys to car, kid was the "middle man" between seller and buyer. Owner thought kid was of driving age.
