I've crossed this line before. I had (have) an RMT that I have known for years. we met socially before she became my RMT and we fooled around outside of the massage table a few times.
So we had a previous "friendship" before this ever happened.

I just asked her if she would ever consider giving me a happy ending. She did a few times, just joked around that it was just another body part, her caveat was... she would not issue me a receipt whenever it happened and "chalked it up" to just giving a friend a casual massage in her home studio.
I think she did this to not compromise her professional standards.

Here in Ottawa there’s a massage studio that seems to cling on the ragged edge between legit massage with receipts and one that offers HE. Guys have posted getting HE while others have gotten nothing but legit rmt treatment. Prob the most likely place to experience what the OP is asking about.

Over the years there have been a few that I've heard about that did this and ultimately all lost their RMT licensing. RMTs frown on the so-called massage parlours or when new customers ask if they could provide that service... as those customers are always asked to leave or find someone else.

A while back, the Mrs and I were on vacation and decided to get a couples massage at a massage studio near the resort. While it wasn't an RMT, it was a professional facility. The Mrs. and I were directed to separate rooms for our treatments.
I was fully draped for the entire massage and on the flip, the attendant got pretty close to the goods. When junior eventually stood at attention, she nodded to him and asked if he wanted a massage too... well who am I to say no? She proceeded with a HJ, all under the sheet (which was odd, but different and because of this I still remember it).
Walked out after the deed, met the Mrs and settled at the front desk. In Canada RMT cannot offer non sexual non draped massage even if there is no receipt for the reason being discussed as it prevents naughtiness. They will lose their license if caught

Non RMT bodyworkers can provide non sexual nude massage legally in Canada as it is done in some European countries

I have seen an RMT, but it was clear that she was not providing any RMT services, only SP like services.
I don’t think that she can get in trouble for that from the provincial regulator.

If she was providing a receipt for insurance and was found out she would face losing her license. Unless there was a camera in the room though, there are only 2 people to tell the tale though.

it's pretty obvious that there could be "cp24" moments and they can lose their license, after 2000 hours of studies and practicals and a career, why would they do that?

In my case it was different in that we were friends before i ever got a massage and had already fooled around.
I only had "real" rmt sessions with her and it always at her home studio or mobile at my place, never at a brick and mortar spa or clinic before anything transpired.
The few times that I got a HE was usually a last minute text of, "are you free? could I come by for a quick massage?" and we had a glass of wine before any massage started. So when the HE happened she would jokingly say that this was definitely not a receipt for massage type session. (only happened 3 times, and she had already given me a few BJ's on a few other non massage occasions, so that ice had been broken)
This would be very difficult to find another unicorn like that.
In my case it started prior to any client/massage relationship

The services that she was providing were not RMT services at all.
She would have been committing healthcare provider fraud had she involved a health plan company for billing purposes..
