China, India and other second and third world countries ARE gross polluters. Not just per capita, but overall far worse than the car/SUV addicted USA. And the pollutants DO get dispersed into the atmosphere, and cross international borders.
His use of the word amorphous relating to the atmosphere and border is appropriate.
Sure, we in the West are setting an example but nothing we are doing is going to change the trajectory of the climate or pollution when China and India are burning coal and low grade crude oil to generate electricity.
It's like the paper straws and reusable shopping bags choking sea turtles bullshit. We sequester almost all of our waste. Go to the Dominican, for example, and these people use the rivers that flow to the sea as their garbage bins. When an afternoon thunderstorm passes, all the garbage flows into the sea and if there is an incoming tide, it washes up on their beaches!
