The government doesnt have access to HIPAA unless it necessary for law enforcement to do so, but that can only be done after a crime has been committed.
Its simply not allowed that the government get access to the HIPAA database and get a hold of medical records for 47% of the country who might have mental health issues.
So again, if you dont know the names of all Americans who might have mental illness, how can you prevent them from buying firearms??

Most US States do have background checks, but those are mostly for criminal records, not for mental health issues.
If you're a convicted felon you cannot legally own a firearm

There is nothing called a HIPAA database. Medical records are not maintained in any centralized repository in the US.
HIPAA does not prevent any federal agency from requiring health information for law enforcement, licensing etc.,
And I did not even propose something of that nature.
I said the person applying for the license should be given a psych eval at the time of application as part of the process.

There are plenty of non-felons who should have no business owning weapons.

A LE officer asking you for ID without PC is harassment. You are being policed for no reason.
Requiring you to register your vehicle or your gun on the other hand is regulatory in nature which we all have to comply with to ensure people driving a car or owning a gun are fit to do so.
