Why didn't the Biden administration wasn't able to provide security guarantees?
What negotiated deal would they be providing security guarantees for?
As far as I know, Biden never said that a cease fire and/or peace deal with Russia would have no defense commitments.

I don't know about the details pertinent to the security guarantee
Putin insists on or his thoughts. But I think I can tell for sure it doesn't
entail obligations on the part of NATO and Ukraine sending him military
and economic aid. In all likelihood Putin would not expect the U.S.
or Europe coming to his rescue if Russia is invaded or is the one invading
its neighbor. He could of course hire mercenaries from North Korea.

Executive summary: Elements of a deal

  • Conclusion of a ceasefire agreement between Ukraine and Russia, if necessary with the involvement of a mediator(s).
  • Agree on a ceasefire line and codify it since it will be the basis from which the parties must withdraw.
  • Create a Joint Military Coordination Commission (JMCC) to enable mil‑to‑mil contacts and coordination through which the parties can exchange information and hold each other accountable. Bilateral cooperation could be augmented by a third-party Multilateral Liaison Team.
  • Agree on a buffer zone and limitation zones for heavy weapons.
  • Deploy an international monitoring and verification mission to monitor the ceasefire and verify the withdrawal of heavy weapons.

Ukraine and Russia will not agree with a 3rd party overseer...If U.S. decides to walk away and leave it to EU...Ukraine will collapse.only 2 things could happen through a ceasefire deal, have the election and let the Ukrainians decide whether they want a EU / US puppet or a Russia puppet to lead them...
