China has been sending schizophrenia patients to Canada for decades. Vince Weiguang Li immigrated to Canada in 2001.

He attacked fellow Greyhound bus passenger Tim McLean in 2008. Li repeatedly stabbed Mr McLean before cutting off his head and removing internal organs.

Li was deemed not criminally responsible and received mental health treatment.
