I believe Elon put out a list of programs/funding that was "waste" in his eyes. (i.e. - He personally doesn't like it.)
It came to about 0.1% of the USAID budget, I think.
So in Elon's eyes, USAID is 99.9% efficient.
That's why it has to be closed and dismantled entirely for the sake of efficiency.

The economy, inflation and job losses were also big factors.
The moderate Dems in the swing states voted Trump because of these factors, just as many others did in 60+ countries where incumbents lost this election.
Similarly Muslims and Jews voted for Trump because of the conflict.
What has happened is that MAGA has hijacked these votes to push their own agenda by saying "People voted for it".
So spending millions of dollars on gender fluid interpretive dance classes in Kazakhstan is inherently good and worth spending the money on?
