If the foreign banks only went for commercial or private banking licenses here (eg 150K plus), they won't accept Grandma's chequing account business.
The foreign banks don't like to be regulated here, and they need a critical mass of customers in order to make it profitable. And the existing Canadian banks find it very difficult to gain market share off each other already, they look to grow outside the country.
