if as you say, their qualifications are at least as good. then they are not receiving equality of opportunity and that is a just and worth while objective to strive for
making blacks dependant on quotas is not working

Dependency on quotas for advancement is a self fulfilling nightmare.
assigning blame is is not productive, however if dependency is good enough for the black community and the loonie left

It exists sure, in all countries , all societies to one extent or another

However the very best way to shut a racist down is for them to see a minority take an opportunity and outperform based on merit

That is what happens even today.
DEI does not preclude prioritizing qualifications.
They co-exist.
It doesn't... you don't need some made up acronym to get the most capable people. You just need to see the qualifications, experience and capabilities...it should not be based on gender, color of skin or sexual preference.

It is not based on race, gender or sexual orientation.
It is based on people with required qualifications chosen from minority groups.
It is telling that the same people who are against DEI always avoid hiring from minorities.
