As far as Covid goes an implementation cannot be great if the recommendations driving the implementation were wrong.
In our case both the COVID recommendations from the health agencies and the implementation were both generally well done leading to 95% of the population getting atleast 1 dose.
This led to low COVID numbers that you pointed out as well.
