It does not ever refer to people. The citizens of a country are simply referred to as people or citizens.

The citizens, aka the individual people of a country, are referenced only as "Citizens" or "People".
They are not referenced as the private sector or the public sector.

Private sector and public sector are used to refer to businesses that are respectively not under government control or under government control.
