In a word, harshly. Petty criminals are publicly flogged, drug dealers are hung and those unfortunate enough to earn an extended stay in a Singapore jail are highly unlikely to become recidivists.
When I read this story, I thought: "Gee, maybe it's better just to take the trade-in value for your vehicle at the Dealership. Sure, the Dealer is going to lowball the value of the vehicle, but at least he's not going to run you over with it."
Singapore doesn't have to deal with people dying of fentanyl overdoses/poisoning, Singapore doesn't have to deal with wide scale car theft, nor do they have to deal with petty crime. They have clean and safe streets, if harsh punishment is all that stands in the way of Canadians having clean and safe streets I'm more than willing to live with that girl getting her ass flogged in public
I lived in Singapore for several years. It's one of the most dull, lifeless places you can imagine. The authoritarian government is not much better than China and the citizens are brainwashed and miserable.

1. With all the technology like CCTV to catch licence plates, etc., not to mention her face being clearly caught on camera, why is this incident not solved?

It makes absolutely no sense. These are demonstrably dangerous, reckless people, and so long as they're not caught, they'll continue to be a potential public danger.
Waiting 12 days to make this incident public is just plain stupid on the part of law enforcement.

That would be the absolute last thing I`d ever suggest. Serious violent crime, regardless, needs to be dealt with in severe fashion. Look at the difference in the GTA, I believe it has doubled I heard in the last 10 to 12 years, that includes sex crimes too. Nothing has been done and will continue on, we `ain`t seen nothing yet. If violent car jacking was met with mandatory life means life you may possibly see a large reduction in offenses. The continued influx of countless third world criminal invaders feeds the crime system, it is enormous money, no one ever is messing with that. Take a look at the faces scrolling on CP24 for criminals arrested or a BOLO pending arrest, that `ain`t racist that`s the fact of the matter. Imagine giving status or citizenship to people you know zero about because the system is so inept and useless to check them out properly. They come here to continue their criminal status knowing essentially SFA will be done to them. Usually in short order they are released like a small fish in order the keep the big wheel of crime spinning. It`s in the news everywhere, everyday.
