The half-legal law in Norway is enforced much like the fully illegal law is in the U.S.
If the lady is expensive and clearly working in the industry by her choice, you won’t have a problem. And there will be less screening than in the U.S. (the booking process is more like Canada). If you go dumpster diving, you could in theory have more issues than you do in Canada. There have been reports of shakedowns by police of Johns going to known low-end incalls in Scandinavia. The idealistic folks in the U.S. who write for publications like The Atlantic always make it sound like it is Utopia. The reality of many believable stories like police shakedowns make it sound more like Tijuana. But once again, don’t dumpster dive and you will be fine. If you go to a high-end incall, or get outcall (one good thing about supposedly Progressive Countries is that women are equals and don‘t get hassled when you meet them in your hotel lobby, or they come up to your room). Basically, no one has ever reported a problem in Norway, Sweden or Finland when booking an expensive, independent escort.
