I doubt many people are going to fall for him saying it wasn't a criticism of people who don't have children, but him trying to spin it as "about criticizing the Democratic Party for becoming anti-family and anti-child" is about as good a tactic as he could take.
The problem there, of course, is that the Democrats are pro-family and pro-children and the GOP are the ones who are against those things, but that messaging fight is a broader one.
Of course, "Vance is a couch-fucker who calls women 'childless cat-ladies' if they haven't borne a child" is going to stick around because it is so meme-able.
But since he had to address it, this is about as good as he could do without renouncing his actual positions, I think.
