It was indeed bad recon and prep for the Secret Service not to have even used the gunman's position themselves to cover the scene or even for observation. But they have to draw the line somewhere based on policies (which are based on experience and studies) as to how far to extend the perimeter. And to assess the threat level. Resources are not unlimited.
But, I agree, those buildings were perfect positions for a gunman and the SS or local LE should have been set up there. Even one guy.
But for it being a conspiracy to kill him with a sniper? Unless this 20 year old kid shooting turns out to have training, I doubt very much that any organization would have entrusted such a world. changing critical assasination to a snot nosed amateur. And a professional marksman/sniper would not have used an AR-style semi-auto. Nor would he have followed up with several pot shots into the crowd after the target had gone down. He'd have taken the shot and GTFO. Pro's have a motto: 'One Shot, One kill'. And nobody misses a 6" target, 130-150 yards from a prone position on a rooftop.
