That pretty much nails it, with a couple of points.
State and local law enforcement doesn’t really pursue independents who screen and charge a lot. So in that respect, the more of a hassle it is for you, the better. Federal law enforcement went after large agencies that operate across state lines so aggressively that they no longer exist. Yes, you read about a lot of arrests, but they are based on fake ads in mass advertising like skipthegames, of ladies who advertise in those mass classified ads and don’t screen, and of establishments like massage parlors that offer full service especially if they are Asian. Same with agencies. If they are Asian with women who don’t speak much English and especially if they advertise BBFS, they are being targeted. There is some logic there. The drugs, violence and trafficking occurs at the “low-end” of the scene. You also have to recognize the differences in localities.
