What's the point in having LCBO cashiers, when thieves just steal all the booze anyway??

Their employees are instructed that if they see someone steeling booze they are not to try to stop them but to call head office instead and report the thefts. This is why many of their stores have security guards inside their stores.

I was speaking to a guy in my neighbourhood, (Cabbagetown). He told me that recently he was walking with a friend, when police approached them, and arrested the friend for theft from a liquor store.

The police look at the surveillance tapes, and circulate photos of people seen stealing from the LCBO stores. They arrest them on sight, after the fact.

One would suspect that the majority of liquor store thieves are 'known to the police' from prior offenses.

There used to be a Beer Store on Gerrard Street East, at the corner of Seaton Avenue. It was not uncommon to see police cars in the parking lot waiting for someone in particular just before the store opened at noon on Sundays. There was usually a lineup of regulars looking to buy immediately after the doors opened.
