How do ships pass under it?
Set up bridge during rush hour then close and allow boats through ? Or set it up beyond where the boats unload?
New technology might be needed for a longer bridge and stronger currents etc but bridge can hold tanks so why not cars?

As many years are needed before a permanent bridge is built this seems like
possible tempory solution

Just an idea but Terbites can solve anything

Get real. You set up a detour till the bridge is repaired (or in this case, rebuilt). Even ferrys are more practical than the erector set bridge...

Foolish idea or not?

Foolish idea. With the amount of traffic that needs to go through, there's no way to regulate and monitor the inflow that might show up to go on a bridge like that. They will just ferry critical construction, meanwhile, the original crowd will just have to google map themselves a new route.

Or just invest in infrastructure even if it means having to raise taxes.

The military engineering is a good short terms solution but it's not designed for long term use or being taken apart twice a day.

The time need to disassemble and reassemble a section of bridge would likely be too long to be practical. I think a fleet of ferries would be faster to acquire or build.

I think it may have some value for essential traffic but would not serve the general public because way too much traffic to move
and floating bridge would have to be downstream of port

The steepness of the river bank, expense of roadway connections etc
need a price/benefit analysis

I have no idea if such a bridge has value in Baltimore as I have no idea what their needs are but

I could forsee such a need, esp in countries after war and third world disasters

Building such a floating bridge should be designed and proven today in anticipation of future needs.
The military floating bridge seems designed only for shorter crossing without strong currents

I think it is a great idea.

I cannot see it in Baltimore but in some places a temporary floating bridge has great value, it could even be stabalized to be permanent
as it would cost a small fraction of a raised bridge and very easily moved

Crossing a large river probably not as it stops river traffic
