It seems funny but we live in a toxic environment now.

A few years ago at our company's annual Christmas party, I thought about complimenting a young woman who was wearing her traditional cultural dress but thought that discretion is the better part of valour and stayed silent.

This is part of social control....when people begin to "self censor" for fear of repercussions. For something like a compliment....both sad and scary at the same time.

Despite all the incel conspiracy theories, it comes down to simply treating people with respect. If you have good relationships then saying "good morning ladies" will be taken simply as a greeting. Complimenting a female co-worker on their hair will be taken as just a compliment. If you're an asshole at work then people will always have their backs up.

That is why I didn't compliment the female staff member who wore her traditional cultural garment to our Christmas party (sorry, I meant Holiday party). Maybe it would be offensive in her culture? Or, maybe not but why take a chance?

It's better safe than sorry. I admit I would complimented the dress/costume if not just to learn more about her culture.

Other than above, I never complement a woman's outfit any more than I would compliment a man's pants. Any compliments I give out are appropriate for both men and women.

I'm not suggesting that I'm immune ...

.. but I will make that extra effort to make her feel unthreatened and like every other co-worker.
