Not sure of everything that is in the tourism budget, but I suspect it is targeted to generate tourism business and that, as a result, it generates more revenue for the city than it costs. Doing nothing is not the objective, because there is a lot of room for improvement in this city, but, ironically, you are right to point out that "do-nothing" mayors outperformed Miller and would be better than many of the current candidates.
