Well, our former Mayor certainly thought that it was a big deal and he was a pretty straight shooter when it came to meat and potatoes issues. PS: The number of permanent residents were 431K approx. The number of non-permanent residents were around 600K. These include students, temp workers etc., They are technically not immigrants because they are not on immigrant visas. Only PRs are actually considered immigrants.
