I've heard this about Washington, Minnesota, and many more. The Term is ,"Self gerrymandering". Most move, some try this.

Texas might be a reasonable idea. The quadrilateral 4 major cities will turn blue.

It all depends on how you break them up.
The problem is the Senate.

As long as the Senate exists, the US is crippled, democratically.
Because it is tied to the states and there are no rules about what makes for a state, every addition or division of a state is fraught with political consequences nationally, even if you can argue that a different state arrangement makes sense from a local government point of view.
