How have the Biden administration failed in this respect? They sent the EPA, NTSB shortly after the accident, and even offered the Services of FEMA that was turned down by the Staes of Ohio.
After the full investigation by EPA and NTSB, then Buttigieg visited East Palestine. Trump on the other hand offered no real solutions rather than politicizing this whole sad event. His administration will be called out for deregulating all the Safety Regulations brought about by the Obama Administration that could have impacted this particular shipment.
Trump won nothing rather than making a fool out of himself with his MAGA Hats handouts and gaffes at his speech!!
I don't think you are correct. The EPA relied upon the railroad for a water test. And they said the air and water was safe, when that patently is not true.

But all this does not matter, the optics are that it is a big win for Trump. You and I are not voters in USA.

When you mention EPA, it is the Ohio EPA that regulates the water quality. Now Ohio has a Republican Governor Richard DeWine. When this EPA gave the Green light for the quality of the drinking water, this Republican Governor along with many of his politicians were filmed drinking this tap water to prove that it was consumable.

Another talking point is this "railroad" who conducted the testing of this water:

Norfolk Southern gave donation to Ohio governor one month before East Palestine disaster

Ohio Governor Mike DeWine received a donation from Norfolk Southern just weeks before one of the company's trains derailed in East Palestine, resulting in the release and burn of a hazardous gas over the village.

The company gave Mr DeWine a donation totalling $10,000, the maximum amount allowed by law, according to an investigation by WSYX, a Columbus-based broadcaster who first reported the donations.

In total, Mr DeWine has received $29,000 from Norfolk Southern since he first ran for governor in 2018. The broadcaster also found that the rail company has given a combined $98,000 over the last six years to state and legislative candidates around Ohio.

"Virtually all went to Republicans, although Norfolk Southern hedged its support for DeWine in 2018 with a $3,000 check to Democratic gubernatorial candidate Richard Cordray," the report found.

The company also lobbied Mr DeWine and other state lawmakers extensively during that time.

The report found that Mr DeWine and other state officials were targeted 39 times over the past six years, and other statewide lawmakers were targeted 167 times during the same time frame.

Some of those meetings were intended to fight back against legislation that would require increased safety standards for train operators.

Norfolk Southern has been under scrutiny since the derailment.

US Transportation Secretary Pete Buttigieg sent a letter to the company saying the NTSB was investigating the accident and warned on Tuesday that the federal government would pursue reforms that would lift fine caps on rail companies and potentially require more human staff to man the trains.

"Norfolk Southern must live up to its commitment to make residents whole—and must also live up to its obligation to do whatever it takes to stop putting communities such as East Palestine at risk," the transportation secretary wrote in his letter. "This is the right time for Norfolk Southern to take a leadership position within the rail industry, shifting to a posture that focuses on supporting, not thwarting, efforts to raise the standard of U.S. rail safety regulation."

The EPA also announced Tuesday that it was using a binding order to force Norfolk Southern to stay in the area and clean-up the village and the surrounding areas under its supervision.

Prior to the order, Norfolk Southern was leading the clean-up voluntarily. The new order will force the company under penalty of fine to continue working in the region and meet the standards set forth by the EPA.

Okay, so based on what I stated above how on earth is this a "win" for Trump and the Republicans, in spite of Trump deregulating all the Obama regulations that would have helped to protect against such accidents?

Hey, facts are that it is being seen by many voters in the USA as a PR win for Trump.

You can argue that it should not be, but you and I are not voters in USA, and more importantly we are not part of the 'deplorables'.

Right that we are not voters, wrong, that it is a PR win in anyway for Trump, especially as it is being revealed that Norfolk Southern was lobbying the Republican Party and Trump's visit was just a political PR stunt!! Can you show any evidence that it moved the bar on Trump's popularity in the USA, especially as there were howlers as displayed by even The Jimmy Kimmel Show?

Cool it a little bit

While it was wrong of Trump to abolish the braking regulations, do we know what caused the derailment?

I would think the derailment was more likely caused by the sad state of the US rail infrastructure, i.e. the rail tracks.

If there are 1,000 train derailments every year, something is really wrong.

There are videos of brake failures on the Ohio train.
Exactly the type that Obama tried to legislate and rump delegislated.

The bearings were the reason the train needed to be stopped.
The lack of ECP brakes were why it didn't stop in time.
I wonder how you know the conclusion of the NTSB report. But maybe you are right.

What I have read is that the train ran for quite a while without the engineer being aware of the bearing failures.

Possible cause of Ohio train crash revealed
A wheel bearing overheated moments before the train derailed, causing a hazardous chemical spill, a preliminary NTSB report says
Possible cause of Ohio train crash revealed

A faulty wheel bearing may have been responsible for the derailment of a train carrying toxic vinyl chloride through East Palestine, Ohio, earlier this month, a preliminary US government report has found. The resulting chemical spill has reportedly killed livestock, fish, and pets.
Released on Thursday, the report from the National Transportation Safety Board noted that a trackside detector transmitted an alarm message to the train’s crew as they passed through East Palestine on February 3. The detector flagged that one of the bearings on the first carriage to derail was some 253 degrees Fahrenheit (112 Celsius) higher than ambient temperature.
The train engineer had already been decelerating, but slowed the train and brought it to a stop with the assistance of an automatic emergency brake after receiving the alarm. When the crew noticed fire and smoke coming from the 23rd car of the 149-car train, they moved the locomotive to safety a mile away and alerted the authorities.
By skipping Ohio to visit Kiev, Biden handed Trump a massive political win

Some 38 cars derailed in total, with 11 of them carrying toxic chemicals. As the temperature of one intact tank of vinyl chloride began to rise, the report states that the responders decided to carry out a controlled burn of the chemicals to avoid a possible explosion. Five tanks of vinyl chloride – 115,580 gallons – were burned this way.
The report did not conclusively blame the derailment on the defective bearing, nor did it suggest that venting and burning the vinyl chloride was the correct course of action. The NTSB’s investigation is ongoing, and further reports are expected.
As a cloud of dense and toxic smoke rose over the town, locals in East Palestine criticized President Joe Biden for refusing to issue a disaster declaration. While Biden sent Environmental Protection Agency and Health and Human Services officials to the location to declare it safe, residents have complained of rashes, nausea, and headaches, as well as dead pets, livestock and fish.
With President Joe Biden in Ukraine and Poland this week, former president Donald Trump visited East Palestine on Wednesday, where he praised local emergency workers and handed out food and water. Transportation Secretary Pete Buttigieg – who initially blamed the crash on Trump-era railway deregulation – traveled to the scene on Thursday.

An underreported fact in relation to this derailment is that while Norfolk Southern trains had been involved in 20 derailments since 2015, over that same period there were approximately 8000 derailments in the US. If that sounds horrific to you, consider the fact that there were approximately 3.1 MILLION transport truck accidents over the same period.

Yet these accidents interrupt only a tiny fraction of the goods that are shipped.

The fact is, there is a HUGE level of activity in the transportation industry, and the rate of accidents is quite low. Norfolk Southern's track record (pun intended) begins to look exemplary in context.

There's always room for improvement, but the story line the unions are trying to paint that this company is cutting too many corners (more subtle pun) just doesn't bear out in the stats.
