The chances of a counsellor making those decisions are only slightly above zero.
At worst the counsellor enabled a kid to help deal with choices they had already made, which is not grooming.
Grooming implies that the kid was straight and the counsellor turned them trans in a series of meetings, which is utterly ridiculous.

Everything you learn in school - assuming you learned anything, I guess - is "grooming" because all schools inculcate a value system. The question is whether you like the values inculcated. If you went to a Madrassa in Saudi, you would probably be pissed off. But the civic values section of Canadian primary education is also arbitrary.

Amazing how you keep avoiding what our laws actually say. Kids can legally make decisions about their physical and mental wellbeing as long as the profession believes them capable of understanding the choice.

Yes, that is the point of Rufo trying to reframe what "grooming" means.
If you actually thought his reframe was sincere, then really anything that teaches anything to children is "grooming".
If anything involves any values or concepts, then it is "grooming".

But the point, of course, is to conflate "any teaching of children" with "sexual abuse of children" and then have that muddled in people's minds so that anything someone dislikes ("you're teaching them values I don't want them taught") can be called "grooming" with all those nastier implications.

They chose "grooming" specifically so that it hits that "this is a sexual danger to your child". If they didn't want that extra kick, they would have stuck with "indoctrination".
