Someone drafted who didn't sign would not be property of an MLB team. It's different in other sports, (Examples: Eric Lindros in the NHL, Steve Francis in the NBA, John Elway in the NFL), where an unsigned draft pick can be traded; that's not allowed in Major League Baseball, in fact, no trades of draft picks are permitted, and signed draft picks must have a minimum amount of service time with their organization before they're eligible to be traded. It used to be one year from the date the contract was signed, but it's less than that now.
