Treat it as a health crisis. Get addicts over the hump of social judgment. Get them into dr supervised programs to help get them clean access to the drugs and a plan on reducing their use. They can even have drugs now to calm the withdrawal symptoms.
I’ve seen opioid use steal years from people. The abuse is way larger than junkies in the bushes: it’s construction guys, firemen, cops, crane operators, basically people who have hurt themselves with physical labour jobs (my perspective) where they use just to get thru the day. It changes their moods, makes them hard to be around and they start loathing themselves because “they aren’t tough enough to kick the habit with willpower.” Those drugs were created by pharmaceutical companies and people smarter than us to make it hard to get off them.
Remove the social stigma, get people into dr supervised plans and help them leave it behind, you will lose less people and less families breaking up.
