The first sentence talks about congress making laws about religion. Which has nothing to do with Twitter.

The second sentence, freedom of speech, says the 1st amendment protects freedom of speech.

So Biden can’t create a department of spin news. What powers are they going to have over social media? If none, then what are they there to do? It seems to me they already have Jen Pasaki doing this job, so why another?
