Those hoping to catch a ride on a long-delayed transit project will most likely be out of luck until some time in 2023.

An update posted online Wednesday by Metrolinx says a settlement reached with Crosslinx Transit Solutions (CTS) commits the Eglinton LRT construction consortium to “substantially complete” construction of the long-awaited transit line by Sept. 2022 — one year after its most recently announced completion date.


But that doesn’t mean we’ll necessarily be riding the rails next autumn.

“The in-service date for passenger revenue services may be several months later, and Metrolinx and TTC will continue to track CTS’s performance during 2022 to determine when the Eglinton Crosstown Line will open for passengers,” read the statement posted on Metrolinx’s website.

When shovels first hit dirt on the project in 2011, officials said the service would open to revenue trips in 2020 — a completion date that’s been pushed back several times.

On Wednesday, Metrolinx announced a settlement between them, Infrastructure Ontario and CTS following publicly-acrimonious court battles.


In 2018, CTS filed papers in Ontario Superior Court against Metrolinx and the province for breach of contract, alleging both entities are responsible for delays.

That was followed by a second court action filed last October , accusing both of refusing to declare COVID-19 an emergency and failing to understand the impact the pandemic had on the project.

Containment protocols, absenteeism and supply chain delays have slowed progress of the project, Crosslinx alleges.

At the time, Metrolinx President and CEO Phil Verster said CTS’s delays on bringing the project to completion long predated the pandemic, claiming the consortium’s lack of productivity was a concern long before the world heard of COVID-19.

“CTS has consistently failed, month after month, for two years, to achieve their production rates,” he said last year.


Wednesday’s $325-million settlement resolves all claims on the project, and prevents CTS from filing future claims on the contested issues.

On Wednesday, Verster said the pandemic , as well as existing structural defects at the Eglinton Subway Station, are largely responsible for the project’s current delays.

Crosslinx is a partnership between ACS-Dragados, Aecon, EllisDon and SNC-Lavalin.

Phil Verster is failure. He doesn't know how to get things done.

He's not the right guy for the job. He was a failure in Scotland (he ran away from his job as head of Scot Rail because everything went south under his rule) and he's an even bigger failure in Toronto. In a nutshell, he has failed to produce the expansion of the network that he was supposed to. This includes both the Eglinton LRT and the expansion of the GO Transit Rail Lines. In the case of the rail lines, there were originally going to be 6 bidders in a P3 bid. Last I checked, it was down to 2. And rumours are its all but dead because no contractor wants to take on the risk Metrolinx is imposing them with in the contract. And these are international contractors partnered with Canadian contractors. Eglingon is the poster child of what can go wrong when you work for Metrolinx and Phil Verster in particular.

Verster is simply a bean counter who only cares about accounting and budgets and refuses to pay for what it takes to get a job done. He's all about budgets and intimidation and as a result the lawsuits are piling up and the projects are stalled and he's going to lose every single lawsuit. Phil likes to think he can just fuck everyone over because he's smarter than everyone else, however, he's always been just a bean counter. He's not a builder. He has no clue what it is to engineer or build anything. He's never been one to get his hands dirty.

It's past time for him and the rest of his UK imported sycophants to get the fuck out of Toronto and let the people who know construction and engineering get the job done. Because if the government sticks with Verster, ain't nothing going to get built.

Bayview and Eg is still a mess which doesn't look close to completion at all.
The stretch between the DVP and the turn off to Pure Spa is actually looking pretty much complete. Maybe they prioritized that part of the build.

On the West side it looks substantially complete. The hub at Black Creek is massive. No doubt this was a substantial project but holy crap 10 years later and its still not ready. I'm sure they'll blame covid for delays.

IDK why they didn't build it in stages from the centre out, so we would have the stretch, say, from Keele to Don Mills built and operational and the outlying stretches coming into play one by one.

And more importantly, Churrasco Villa says they have closed temporarily. I hope "temporarily" really is the case. They have had to suffer through years of the Crosstown construction making it close to impossible for customers to get to the restaurant.

It took Union Station 12 years to complete.
This Eglinton Crosstown Line will take 20 years, my belief is so that Phil V can retire with alot of Tax payer money. Because he is a clown or NPC. If this is true that he ran from Europe then he can't work and why DO GOV'T hire clowns?

The LRT portion above ground is going to be a real shit show of delays and malfunctions when inclement puts snow and ice onto the tracks. This will be a very lucrative maintenance and repair contract for someone.

Verster is a tyrant.

Simple as that. He's lost some really good people because they just can't stomach working for the guy. He has essentially created this overwhelming sense of fear that he figures will get the job done.

Meanwhile the lawsuits just pile up and the place is a revolving door and everything is jammed up.

And imagine all the people that believe the Ontario line will be built?

Its not like Doug Ford’s big business buddies aren’t using this red herring to increase their real estate portfolios along the “corridor” downtown is there?

Only a fool will believe there is a ontario line being built lol
