But, Wolf is clear ... if someone is holding a gun, he says it will not fire without the user pulling the trigger. He says some of these weapons have "very light trigger action" ... meaning a gentle tap could cause a discharge. But, he says there can't be a discharge without some trigger movement.

This is the way I see it. ^^^But it's a legal nothing-burger.
Baldwin was going to "shoot" someone with the gun at some point. The gun was supposed to be empty. Special effects would dub in the gunshot sound in post production. So it's assumed that his finger would legitimately be on the trigger and pulling it at some point. What was NOT supposed to happen was that the gun was loaded. That's a crew fuck-up.
So Baldwin is not going to face any sort of criminal liability. But the production is going to face massive civil lawsuits. And that's regardless of whether Baldwin touched the trigger or not. It's all the same result.
