Ok, it's NOT downgraded theft laws.
Petty theft is a misdemeanour everywhere. You're not going to jail random shoplifters. People who steal pairs of jeans and get caught don't belong in jail and it would overload the system to put them there. First time shoplifters are routinely diverted into non criminal sanctions streams in Toronto and have been for 30 years. They write apology notes and do 10 hours of community service or donate $100 to charity.
The people in the article are not "shoplifters". What they are doing is felony break and enter and felony robbery, depending whether they are breaking in at night or shoving and punching away attendants and grabbing stuff during the day. Those are serious crimes which gets a year or more jail time if the person is caught.
As well, professional career shoplifters in criminal organizations also get felony charges and do serious time. NY Post is full of shit.
