Sorry but words have meanings. Apartheid explicitly means a government policy of discrimination based on race. Israeli laws are based on citizenship and the same laws apply to the 20% of the population that aren't Jews. You can say there is systemic discrimination and you can invent a new term to describe the results of an ongoing conflict but it is not apartheid.
