Canada authorizes documents for international travel, but a simple certificate that you have been vaccinated is not a document for international travel.
The provinces can authorize paper proof that you have been vaccinated and - HEY!!! - they do! I have one of those little fuckers sticking to my fridge. The provinces can also authorize a licence to enter certain establishments, based on whether one is vaccinated any time they want.
Let me give examples of what the province already does: - Can a 10 year old enter a bar?!..... Fuck no! That's because there's a provincial law saying that 10 year olds can't booze it up. The province can issue other restrictions any time it wants. Can a 5 year old drive a car?.. Fuck no! Can someone who hasn't passed his / her driver's test drive a car?!.... Fuck no!
Can a drug addict drive a car?!.... Fuck no! There's a provincial law. Can a blind dude drive a car?!.... Fuck no. Can a dude with really bad eyes drive a car?!.... Not unless they wear glasses. There's a provincial law. Can a depressed guy drive a car?!.... Fuck no. Not without a psychiatrist's note that they're recovered.
So how difficult is it going to be for Dougie to pass a law that you can't go to a rock concert with your date unless you flash a government certificate that you've been vaxxed?.... Pretty simple. He'll probably do it in fact at some point.
