they are open, i travel a lot and when i check in they have 2 lines, one for the quarantine and one for regular guests.
Those staff should have gotten hazard pay. They completely expose themselves to the possibilty of catching COVID more then almost every other group other then medical professionals. That is sad.
How?
Positive Covid test means you get sent home (do not need to go to hotel)
Negative Covid test means you get sent to hotel (3 day quarantine)
The only issue are the ones who refused the tests (and since most are belligerent easy enough to avoid)

In case you haven't learned based introductory "masks 101" yet, they do not provide 100% protection but keep the number of infections (and deaths) from being significantly higher than they already are. So, yeah, they "do" plenty.
Plenty of healthcare workers world wide have been infected inspite of mask use.
Then there are the covidiots who work in quarantine facilities, as like in the OP, & in hospitals, etc, who may or may not follow safety protocols during their working hours. Or when they're off duty or at home they revert to covidiotism or are infected by such irresponsible ones whom they encounter in their lives elsewhere.
