Actually, it isn't. Or rather, it is really tricky to calibrate.
The history is pretty solid that banning travel has a limited effect on most diseases. However, the current pandemic - with the long pre-symptomatic period - is a case where it turns out a hard ban works really well.
The problem is going to be deciding how severe to go in the future when the details of transmission aren't well known.
