I'm not sure if he's a genius or a quack, but in this piece he's quoting from a verifiable CDC assessment.

Nothing outlandish or over the top in the video. He is simply telling us about a CDC report that will never see the light of day on MSM. Bottomline: Debilitating side effects of the vaccine are significant.

And it is ridiculous when the anti-science crowd like TJ jump all over it to reinterpret what a scientist says. People in the health field are supposed to be analyzing vaccines for effectiveness and side effects so it is expected that some of them will have concerns with them. I haven't seen many people in the field rejecting vaccines though. That won't stop TJ and canadaman from pretending scientists say not to take them (while also claiming that there is no virus).

Other issue is that there are multiple vaccines out there so panning them all because one of them has some statistically insignificant side effects is stupid.

It is not a report, it is an 8 page PowerPoint presentation about the vaccine and Anaphylaxis. The only solid info is that out of 113k vaccinated, 6 had Anaphylaxis.

"unable to perform normal daily activities, unable to work, required care from doctor or health care professional" is in the presentation but that is it, it is a nebulous statement and no additional info is given. It is no smoking gun, it not even smoke, it is a nothing burger.
