There actually is a bit of truth to this. Friends of mine who have a Japanese background have told me that the Japanese people you see traveling a lot or trying to immigrate to Canada tend to be the ones that pretty much failed in Japan. Either they flunked/ dropped out of school or could not hold a job or something along those lines. In my experience, majority of the ones I have met fall under one of those.
