If they are criminalized they pay a fine and then have a record that can permenantly damage or destroy a company even if none of the people resposible for criminal decisions are part of the company any longer...gee that makes sense.Let's see......
A DPA means a Corporation can pay a fine as opposed to facing criminal prosecution and any sanctions that may entail.

So AFIK the voliation really due to her failure to shut this down clearly with a published memo to cabinet and the PMO. She also refused to give reasons to the PM which left him with the impression she had not really considered the issue.
