This is hilarious in a way! The man was diagnosed as mentally incapable but yet incapable enough to pull it off.
The conclusive statement of the article as written: "He also wrote he's confident CAMH and authorities are working hard, and will make any changes necessary to make sure this situation is never repeated" was so general with no specifics of when or how! Canada is a big fat dumb generous cow, easily milked by foreign actors. Zhebin Cong is not the first guy foreign criminal to skip out of Canada like this. As for Meng, if the PRC wanted her out of Canada, they could pull it off, gps angle bracelet or chastity belt not withstanding. The PRC only fears America. She is said to be dining quite well and sleeping in her own luxury bed, while her kids continue to attend elite private schools.
