Something about this post that screams for some kind of response. "Homeless in Hawaii". gets about as much sympathy as "Homeless in the Hamptons". You're in paradise already. The train stopped here. That being said. I would rather be a bum in Canada than the U.S.(speaking from well researched experience)
Not sure why you would consider "homeless in Hawaii" a paradise. Housing prices in Hawaii make Toronto look like a bargain. Living on the street is no picnic regardless of where you are.

I didn't say being homeless in Hawaii was paradise. I said Hawaii was paradise. Compared to New Delhi. Sophia Bulgaria. Anywhere in Somalia. If you are homeless, you aren't scanning the real estate ads. You are looking for basic survival. If I was given a choice to be parachuted into any of the places I just mentioned, or Hawaii, I would chose Hawaii. What you do with your options are largely up to you, limited by your abilities. Vancouver and Victoria is the end of the line for a lot of homeless people. Nice climate and scenery. Fairly benevolent government and charitable organizations. America has a fairly savage attitude to the destitute. So on that basis, being homeless in Hawaii is no paradise. Unless you compare it to most other places.

Lol the amount of social assistance for a single person in toronto isn't enough to cover a single rent anywhere in the city. The system is built to make those on the low end of the system HAVE to commit crimes because newsflash, someone has to.

The panhandlers very rarely use the money for food as they are on social assistance for the most part, Ontario Works or Ontario Disability Support Program which provides money for food and shelter. The panhandlers often use the money for alcohol or illegal drugs, the dealers know when the panhandlers shift is over and they then do a transaction. The panhandlers on ODSP often have mental health issues as well.

Some are just lazy or use the money to support their addictions. I give them nothing. I rather donate to a charity or organization.

I watched a lady one time not put money in the meter and instead chose to give to a bumb. As soon as she entered the mall the guy came around and gave her a ticket lol.

Most charities are a fraud with CEO's making 3 figure salaries. You can actually google the highest money earning charities in Canada and watch as organizations pass millions back and forth in tax evasion. The charity laws in Canada are a joke. You are better off giving that street kid a few bucks to eat.

I find panhandling is spreading to the burbs. I see panhandlers on the off ramps as far as Brampton and Mississauga now.
I never give to those people as I feel they are not legit. When I lived in the city I used to pass a old man begging on the street every morning and I used to give him a loonie every time. I knew he was going to spend it on alcohol but he was probably at the point alcoholism that booze was his medicine. The wretched need help too.

I saw a woman at an intersection holding a sign. It read "I have 4 children and I'm pregnant, please give."
