Laws on unleashed dogs.

Just had a talk with my cousin. She walks to work everyday. She goes through a park where a lot of people walk their dogs. Yesterday while she was walking about 100 ft she saw a huge dog running towards her unleashed, she didn't say if it's a pitbull or anything, but she said it's one of this big ones. The owner was yelling towards the dog and it stopped just about 15ft from her and went back to it's owner...I've walked in this same park sometime but most dogs are leashed...the only thing about this incident is that when she told the owner, he shouldn't leave his dog unleashed...the owner just smirked at her and said "relax, it's just a dog!". I don't know much about dogs but they're nice until they're not.

I might be wrong, but I do believe that , out in public, all dogs must be leashed and held onto by the owner.

I don't understand some of these dog owners, some people are terrified of dogs, owners must respect other people.

For sure: if the park has an off-leash are, that's the only place in it where dogs are permitted to be off-leash. Also for sure: if there is an off-leash area, some owners will unclip their dogs at the edge of the park, thinking others should "relax, it's just a dog!".

THanks...It's just something to think about since my cousin said she saw the same guy 4 times letting his dog free but yesterday was the only time the dog approached her.

Well, if the next time she walks through the park and he is there with his unleashed dog, she should have he her cell phone camera at the ready to record him and dog if the dog lunges/attacks her. He will be tracked down easily for criminal charges agianst him.

Some dog owners think they are above the by-laws , as they try to pass of their regular pet dogs as service/guide dogs. I've seen it many times as they try to enter establishments that do not allow pets due to by-law. (service/guide dogs are allowed, provided the owner shows proper documentation/certificate).

Once on dog and twice on owner if he gets up in your face for spraying his dog
Never understood why people would want a mindless animal as a pet

It is illegal - the problem is that by the time you call the Bylaw department the culprits would be long gone. These people have absolutely no respect for others and don't know how to care for a dog either as a lot of these dogs end up running onto the road and getting run over. These must be the same people that leave their car running unattended with the baby strapped to the back seat.

Most people walk their dog at the same time every day. So have her record the off-leash walks, about a week/two weeks worth. Then go in with your complaint to the BY-Law office. And request to be followed up with after the investigation.

Something will be done. You just have to show that you are serious about the complaint and have evidence.

Our By-Law complaints are all online and they make availability for pics and video for this reason.

EDIT: No matter how well trained your dog is, you can not control another dog. ALWAYS leash your dog for THIER safety. If a dog, off-leash, come to attack you and your dog, with your dog also off-leash, you are not catching either dog while they fight with each other. Ans most dogs who attack while you are walking your dog are looking to get your dog, not you. I have had to do this many times, but putting myself between my dogs, who are held by the leash tightly behind me, and the attacking dog. The attacking dog wants nothing to do with me. We play the dance game of the dog trying to get behind me, and by that time, the owner is usually there to restrain their dog. Only once did I have to hold my dogs behind me, and basically straddle the attacking dog with all my weight. That one was scary but no dogs injured. I use leashes and harnesses for this exact reason. To control my dogs when another dog is out of control. All my dogs are trained but it is not about training. It is about safety and you can't do that without control.

Personally I feel all dogs big or small should be leashed and muzzled once they leave the house.

Yah, it's not okay and some dog owners attitudes are very laxed and entitled about it. Unless it's specifically an off-leash area, your dog should absolutely be leashed. It doesn't matter if they are harmless, there are people who a very scared, even terrified by dogs. Dog owners should give a shit about that but some really don't. I have dogs, they are my buddies and I love them, but I don't think they should just have free reign of public areas. I would never want to instill such fear in someone. It can be easily avoided.
