I can get to the blue board currently with no problems.

I did a little research on your ISP. They do perform "Traffic Management", but don't appear to do content filtering at source. No-one else seems to be complaining of similar problems with Xplornet.

Have you poked around the Xplornet web portal user profile to see if it has any content filtering options accidently turned on? I'm not a member so I can't check if this feature exists on the portal.
^^-- I don't think it's this, just being redundant in my troubleshooting approach.

More serious suggestion:
1) Sign-up for a VPN service (I use ExpressVPN) and see if the problem goes away. Most providers have a 15 or 30 day free trial. The VPN provider will use their DNS server and their IP addresses.
- This will negate almost any influence Xplornet has as everything will be encrypted and DNS will not be Xplornet's
- It's possible the blue board is blocking your Xplornet IP address for some reason and the VPN will change your IP. To be safe use a CDN or US drop-off site.

If the VPN works, then ask the Xplornet to manually change your IP address and see if that works - just tell them that a few of your favourite sites seemed to have blacklisted you. Most IPs permanently assign you an IP for tracking purposes as required by law (it can change with some ISPs, but they must track the change)
Okay, so...

I didn't realize this, but I switch between my own ISP (Rogers) and my Landlords (don't the name). When I'm connect with Rogers, that's when I get that message. When connect with his ISP, no problem.

I think I know the site also I was experiencing the same thing and noticed that the certificate has also expired for the site now.

the message i got said not secure attackers could obtain passwords and credit cards

whats up with this ? is it unsafe or this written cause certificate expired whatever that mean lol im not computer suavvy

In summary: If you get a certificate expired message, do NOT put your passwords or credit card information into the site. What this means is the website owner has not renewed their Public Key Infrastructure (PKI) certificate used for establishing end-to-end encryption for your HTTPS session. It is possible someone could set-up a "man-in-the middle attack" on the website and steal your confidential data.

This happens moderately often, it could just be a paperwork or accounting issue that gets resolved in a few days. However until it's resolved, the website could be compromised and hackers look for these types of opportunities.

So that supports my theory that it's likely IP address related. Possibly a blacklisted IP. Normally Rogers gives you a fixed IP, ask them to change it for you. It is possible the entire subnet is blacklisted though, thus my VPN suggestion.

It's still possible the problem could simply clear itself at some point in the future because it's a software bug or misconfiguration on the WAF. In the meantime use the Landlord's ISP or a VPN service over Rogers

What's a VPN?
It's a service that you can buy that will allow you to set-up an encrypted connection between your PC and the VPN provider's proxy servers in other cities/countries. When you "pop-out" in that other city/country you will be using the IP address of the provider and it will look like you are using the Internet from that location. You have the ability to select which city/country you connect to.

Why would you use a VPN service:
- Get around geo-content (i.e. can only watch TV streaming shows from NBC, CBS, etc. in you are in the US.), the VPN will make it look link you are in the US.
- Anonymity. The VPN hides your true IP address, your location and your DNS requests. However, you are never 100% secure.
- Allows you to download content using torrents (or other similar tools) without anyone knowing who you are and tracking your IP address. i.e. no more nasty emails from Disney.

I use ExpressVPN, but NordVPN and Private Internet Access are also very good (there are many services to choose from). You want a VPN provider that is ideally not located in North America (that way they won't have to give your data to LE, don't keep useage records, offers fast connections, offers servers in many different countries, allows 4-5 simultaneous VPNs (that way you can have multiple devices or share with family/friends) and rotate their IP addresses often.

They are fairly inexpensive, easy to set-up and use.Sometimes you will be on the VPN and you will still be blocked (because of blacklisting or geo block), if that happens, you simply select another city or country and it usually works.

Opera VPN gives you 4 choices Europe, Americas, Asia and an Optimal location which varies bouncing around to different locations in the world. Opera VPN seems to work well and does slow you down a bit but not badly.

do you just download opera and it comes with or do you have to go online and find free vpn for opera ? im not computer sauvy if you dont mind explainin it thanks xo

Download Opera, then go into 'settings' > advanced > scroll down to VPN and slide button over to enable VPN.
Then look into top Opera address bar, click on VPN box in far left corner, drop down will show VPN is off. Click on off black button and it will turn blue showing VPN is now on. Then in drop down below select a location and you're done. Very bottom line in drop down will show your new IP address.

Interesting you ask, I was talking to this last week with our Security Service Engineers. None of the Windows guys use Google or IE/Edge. About 70% use Firefox and 25% use Opera and the remaining 5% various open older source browsers. A few of them are nervous with Opera because it's top owner is now a Chinese consortium (although Opera itself is apparently developed and supported in Norway).

I was aware of the VPN feature and it also has a good-performing compression feature for people with lower speed connections. It's based on the same rendering engine as Google (no, the Google tracking crap is not integrated ;-) ). Being in Norway means the US can't subpoena records of the VPN users which is good!

I've not played with it so can't comment, but the security techies definitely like it and they would know .......

One thing I have noticed immediately in Opera is the add-ons/extensions are woefully out of date; with many not having any update since 2017. Ouch....

Have always liked Opera for its speed. Play around with Vivaldi which is also speedy. Hear Vivaldi was created by some Opera renegades who left Opera not happy with the way Opera was doing things and being sort of stagnant in development. Sort of like the Open Office/LibreOffice split awhile back. Have and use Tor some. Tor is still a bit slow but not as slow as in the past.

Have Google Chrome but seldom use it. Use Firefox once in awhile but still prefer Opera better. Being a Linux guy I never use IE/Edge nor wish to.

Brave browser is a free and open-source web browser developed by Brave Software Inc. based on the Chromium web browser and its Blink engine. Brave browser blocks ads and website trackers. The current Brave version features 20 search engines by default, including their partner DuckDuckGo. Brave browser gets good reviews but haven't given it a try as yet.

Curious if Chromium web browser is completely different from Google Chrome?

If you do a search, you will see several 2018 test reports available for speed and resource usage. I also focus on is compatibility, quite a few browsers including Google have problems with flash, java and some scripting.

One thing I have noticed immediately in Opera is the add-ons/extensions are woefully out of date; with many not having any update since 2017. Ouch....
Apparently there is an extension for Opera that lets it use many (not all) of the Google extensions.
