You do realize Ontario closed down all the provincial homes for the "developmentally challenged" folks a few years back? They were all released into the communities in what they call "group homes" in which the more violent residents can no longer be restrained to protect others and themselves. Sounds like this guy may have been a candidate for that type of facility. Something in his brain is not functioning properly, that's for sure.

There was a similar incident maybe 10 years ago where a young man who was in university was severely injured by someone doing the same thing.

Tragically, he never recovered.

There are times when I see people standing on overpasses looking at traffic and I'm always a little more wary.

Thank goodness that no one was injured and the the perpetrator has been arrested and charged!

He was charged that means he was found to be mentally and criminally responsible for his actions.
No. That means they believe they have found the person responsible. If he gets convicted he will be criminally responsible.

The story said nothing about the perpetrator being developmentally challenged.

He's either mentally ill or just an evil person. In either case he should be locked up and maybe castrated.

Personally I think he should have been charged with attempted murder. Its really the same as shooting a gun at someone. He also should have been remanded into custody as he is a danger to the public.

Yeah to do that the person must have some serious issues or substance abuse issues.

On the other side not sure why he would do that though as with the Gardiner Expressway the concrete chunks usually rain down on the traffic below without any human assisstance
