Where is this uber-large waterflow

The edifice in the back drop must close the waterfall when needed. Looking at the short trees and rolling barren tundra I assume short growing season. No snow so it is summer or fall and they have sweaters on. Their hardhats signify workers not tourists... a water diversion for a hydro dam in upper Quebec ?
