The reason for this was to keep them in luxurious and confined quarters where microphones can pic up conversations. The guards and serving staff were all hand picked people able to speak German and understand their conversations in order to get military intel.

All male citizens from the age of 18-30 are conscripted to serve as part time soldiers after the age of 30 service is voluntary. Many serve up to th age of 50. At the time of conscription they spend time at boot camp for 18 or 21 weeks. After that they report for evenings, week ends and annual two week training. Each conscript is given a firearm to take home with them.
