Two events took place, one in January 1649 and the other on the same date in 1661.
In one respect, the two events were exactly the same. But they differed in one hugely important respect.
What events? How different?
1649 Charles I was executed and oliver cromwell effectively ruled until his death. The English monarchy was restored in 1661.
30 January 1649, Charles I was beheaded. 30 January 1661, Oliver Cromwell was beheaded. Both events were the execution of a political leader of England.

The big difference between the two beheadings was that Oliver Cromwell was already dead at the time.
Cromwell died in 1658.
By 1661, the Restoration was advanced enough to start going after the people of the Protectorate. Cromwell's body was dug up, and beheaded for treason. His head was put on a spike, and displayed outside the Palace of Westminster, where it remained for 24 years, until it was blown down in a gale.

In order to disguise the actual year the film was produced.

When films first came out most people had barely 4 or 5 years education. To disguise the year a film was made roman numerals were used. Some films in the early days were shown for 10-15 years in theaters.
