Parts of Niagara Falls can be turned off. I believe, in the near future, the American Falls will be turned off to allow for construction of a new bridge from the US mainland to an island in the Niagara River. Water over the Canadian side will continue to flow.
The American Falls was dammed up 20+ years ago by the US Army Corps of Engineers to study bedrock erosion at the base. The Canadian Falls has never been purposely stopped but it is possible as only a third of the water from the Niagara River actually goes over with the rest diverted for power generation.
