This is not just in Japan, but in many places worldwide and are usually rolled into your green fees. Many private golf clubs in the GTA also impose this policy premium cost on their members in their annual dues. The policy pays for everyone drinking at the club. As well, there is usually another insurance policy to cover errant shots rolled into the fees.
