If he real objective is to give law enforcement the tools to deal with traffickers, pimps & kiddie diddlers, then he is probably pleased.

Canada doesn't really care about the issue and Harper has managed to distract the country through attacks on Muslim and the niqab.
This is just one of Harper's pet projects, nobody but his Alliance buddies in the cons wants this, but that doesn't mean he wouldn't feel free to try to have the law enforced while in power.

The law probably wouldn't even stand up to a constitutional challenge, but I still think you are the foolish one to ignore the moves of a man that passes bills allowing spying on citizens as well as C36.
This is our democracy and we should stand up against those who take away our rights, bit by bit.

The world is a dangerous place & the government wants to protect Canadians, especially here at home
